ADDRESS OF FR. ROSENDO URRABAZO, CMF, PRESIDENT
Philippine Provincial Chapter
Inaugural Session
January 6, 2003By Fr. Rosendo Urrabazo,CMF President
With this inaugural address I officially open this Provincial Chapter of the Claretians of the Philippine province. I bring you the greetings and warm wishes of the Fr. General and the members of the general government. Know that during this week the members of the General Curia will be praying for us that the Holy Spirit will guide the decisions of this Chapter and the direction of the Province. Fr. Bocos has sent me to represent him as president of this Chapter and I am happy to provide this service for the province and the congregation. Over the past few weeks I have had the opportunity to meet with almost all of the members of the province and some of the sisters and laity who collaborate with you in the mission of the congregation. I have found that you are sincerely concern about the future and look to this Chapter as an important step to continue the good work that has been done and to address the challenges that currently face the province.
Your heroic work in the parishes, missions, schools and other various apostolates have contributed to the spread of the Word of God and the building up of the kingdom here in the Philippines as well as in East Timor, Indonesia, and now Vietnam. In the name of the General Government I want to thank all of you for your generosity and availability in serving the Church through the ministries of the Province and the Congregation. In a special way I want to express our most sincere gratitude to the current Provincial Government, Frs. Carlos de Rivas, Felimon Libot, Samuel Canilang, Victor Sadaya, and the Prefect of the Apostolate, Fr. Angel Calvo. I know that these years have been especially challenging for you.
The Chapter is a moment of grace, a time to examine the Claretian mission of the last three years and to prepare a response for the next few years to come. We can celebrate the achievements of the past and try to understand where our plans have fallen short. More importantly we need to look to the future and pray to the Spirit that we might we enlighten about the next steps to take. The challenges before us are daunting but not insurmountable if we stick together and work as a team, a community of brothers centered on Christ and his gospel.
In my conversations with you I can see that you are all well aware of some of the challenges that this Chapter faces:
1. Foremost is the challenge of identity and belonging. Too many of our young missionaries have left the congregation in response to moments of identity crises or in a decision to abandon the religious life for the diocesan priesthood. How do we strengthen our Claretian identity and sense of belonging? How do we help one another in moments of crisis to be faithful to the vows we have publicly taken and the community life that we embrace? I think that the theme of this Chapter is most appropriate. Formation for Mission reflects the importance of initial and ongoing formation in laying down the fundamental principles of our way of life and the need to keep our eye always on the primary purpose of this life, which is the proclamation of the Word and our work for kingdom of Christ.
2. Another challenge is one of leadership. Many have told me that they approach this Chapter uncertain about the kind of leadership that is needed in the next few years. All are painfully aware that it is not enough to chose a good provincial capable of making some tough decisions; he must also be surrounded by a team that will support, challenge, and advise him. Most importantly he needs a team that will work with him to implement the decisions of the Chapter and follow the directions laid out by our Constitutions, Directory, General Chapters. What is the best way to choose the new leadership team of the province? We are fortunate that our legislation gives us a number of options. I ask that you study those options carefully.
3. A third challenge facing the province if that of setting ministerial priorities for the next few years. The Chapter must read the signs of the times as best it can and respond to what is most timely, urgent, and necessary for the Church and for the Congregation. You have important established ministries and immerging ministries that need support. You have veteran missionaries who have built up the Province and brought it to where it is today and you have capable talented young missionaries who are eager to make their own contribution. All recognize that a significant middle-age group is missing and while the young missionaries are full of enthusiasm and good will many lack the experience of leadership that only time in the field can provide.During my stay here I have been in regular contact with Fr. General and the general government. They are up-to-date on many of the issues that face the province and all are desirous of helping in some way. At the same time we respect the autonomy of the province to make its own decisions and set its own course of action. We are here to help. You are not alone. And we believe that the best way to help the province is to work with you in selecting a government capable of resolving the challenges that you face. We do not wish to impose a Provincial Government, only to assure that those persons who make up the new government will be the best available to meet the needs of the province. If the Chapter chooses to ask the General Government for this help, a secret sounding will be taken by the Chapter members and taken to Rome for discernment and decision. What ever you decide to do know that we are here to help you and the new government in any way that we can.
I am saying all of this at the outset so that from the beginning you can talk among your selves and together discern the best path for the Province. Throughout this week I will be available to speak to anyone about this or any other mattes that affect the province and the Congregation.Let us maintain an atmosphere of prayer and discernment through out these days. I would ask that you be on time for our sessions and liturgies, and that you not leave the property during these days. This is a time to be with one another and not to visit with family or friends. If anyone needs to leave the property or be absent from a session please seek permission from the presidential table.

CLARET RETREAT HOUSE OF QUEZON CITY WHERE WE HELD THE CHAPTERToday has been a very intense and special day. Within an atmosphere of openness and sincerity we analyzed the challenges we are facing as a Province and what kind of leadership we would need for the next years.
"What are the main challenges the Province is facing today" - we asked ourselves, and with sincerity and depth we started a long and fruitful sharing. Then we studied our working paper: FORMATION FOR MISSION that has been prepared by all the communities of the Province. We looked in detail for ways to enrich and complete it. Once approved by the Capitulars will become programmatic for the next Provincial Document.
We can already advance the main chapters:* Our Missionary Service of the Word
* Solidarity with the Poor and Excluded
* Shared Mission: Partnership with the Laity
* Healing: Reconciliation and Dialog
* Corresponsibility: Collaboration and Teamwork
* Formation for Mission.Towards the end of the day we had the sounding for the new Provincial Government... with a lot of curiosity/expectation. But the election will only be tomorrow... so, we'll all have to wait.
Previous to the sounding we agreed to the following:
-- That the Superior Provincial will be elected by the Chapters members.
-- For a period of three years.
-- With three Consultors that will also be the Prefect of Formation, Apostolate and Economy.We trust that you will accompany us with your prayers so we may face the challenges and oportunities open to us now and that we may elect the Provincial Government that the Province and the Congregation needs today.
